Network management disclosure.
This disclosure is provided under the Federal Communications Commission’s transparency rule (47 CFR § 8.1). It describes the network management practices, performance characteristics, and commercial terms of ConnectNYC’s broadband Internet access service.
ConnectNYC’s broadband Internet access service is operated by Wave2Wave LLC and offered on Manhattan’s Upper West Side. The practices below are ConnectNYC’s current practices. ConnectNYC applies reasonable network management to keep the service reliable, secure, and lawful, and reserves the right to do so.
Blocking
ConnectNYC does not block lawful content, applications, services, or non-harmful devices, except as part of the reasonable network management and security practices described in this disclosure, or as required by law. ConnectNYC may block traffic that is unlawful, that threatens the security or integrity of the network, or that harms other users — for example, malware, denial-of-service traffic, and sources of abuse.
Throttling
ConnectNYC does not degrade or impair lawful Internet traffic on the basis of content, application, service, or user, except as part of the reasonable network management described below, or as required by law. ConnectNYC reserves the right to manage its network to preserve performance, reliability, and security for all users.
Paid and affiliated prioritization
ConnectNYC does not accept payment or other consideration from a third party to favor that party’s Internet traffic, and does not favor Internet traffic to benefit an affiliate. ConnectNYC may apply reasonable, content-neutral traffic management to maintain the performance and reliability of the service for all users.
Congestion management
ConnectNYC provisions its network to limit congestion. If congestion occurs, ConnectNYC may use reasonable network management — not based on the content a customer sends or receives — to preserve service quality across the network. Any such management is applied only as needed and for no longer than the conditions require.
Application-specific behavior
ConnectNYC does not block or rate-control specific applications, protocols, or ports on the basis of their content, except (a) as reasonable network management, or (b) to protect the network and its users — for example, restricting ports or traffic patterns associated with attacks, abuse, or unlawful activity.
Device attachment
Customers may connect non-harmful devices of their choice to the service. ConnectNYC provides or specifies the equipment required to deliver the service, and may restrict devices that harm the network, degrade service for other users, or violate law or the Subscriber Agreement.
Network security
ConnectNYC uses reasonable measures to protect the integrity and security of its network and its customers. These may include filtering or blocking traffic identified as malicious, mitigating denial-of-service attacks, and limiting sources of spam or abuse. Such measures may affect traffic that is identified as harmful.
Your traffic and your data
ConnectNYC does not inspect the contents of your Internet traffic for advertising, marketing, or resale. ConnectNYC does not sell your browsing history or personal information, and does not use your traffic for purposes other than operating, securing, maintaining, and supporting the service, and meeting its legal obligations.
Delivering and securing an Internet service necessarily involves handling routing information such as addresses, volumes, and network events. ConnectNYC limits its handling of that information to what network operation, security, support, and law require, and handles personal information as described in our Privacy Policy.
Performance characteristics
Expected speeds are the plan speeds published at connectnyc.com/plans. The speed a customer actually experiences can vary with building wiring, in-home and Wi-Fi equipment, the sites and services being used, and other factors outside ConnectNYC’s network. ConnectNYC’s wired-connection speed commitment and its test conditions are stated in the NYC Speed Guarantee. Latency varies with the access network and the destination being reached.
Commercial terms
Monthly prices, one-time installation fees, and any add-on charges are published at connectnyc.com/plans and stated in the Subscriber Agreement. ConnectNYC does not require term contracts and does not impose data caps on its plans; plan pricing is permanent as described in those documents. Privacy practices are described in the Privacy Policy.

Changes to this disclosure
ConnectNYC may update these practices and this disclosure as its network, applicable law, or security conditions require. The current version is the one published on this page.
